Oops, I misread.
As a simple alternative, you could leave the graphic attached to the
submit button, but instead of using a button for cancel, use a
WOHyperlink around the cancel graphic (with no outline, see
http://www.htmlgoodies.com/primers/primer_5.html#activating ).
This would look identical to the first way, but would have only one
button to possibly use when hitting enter.

I can think of a couple simple problems that might be happening. In
WOBuilder, remember to save. In the browser, you may be getting a
cached page instead of a fresh page. Click refresh.
