I have found that the first submit button is used when the enter/return
key is used on a form.
What I have done is place a WOImageButton with a transparent pixel as
the graphic as the very first item in my form and bind the action to my
default action of choice. Works great for "ignoring" a submit or
calling a deeper action like "Proceed"!

I can think of a couple simple problems that might be happening. In
WOBuilder, remember to save. In the browser, you may be getting a
cached page instead of a fresh page. Click refresh.
