Downloading attachments to clients from an OB database from WO

I am using Direct To Web schema to build a searchable database with MS
Word and PDF attachments. I am able to upload the attachments in WO to
the OB database with WOFileUpload. My questions is how do I enable the WO
page to allow the attachment to be downloaded to a client that requests
it? I can get the WO web page to display the attachment but the clients
can not download them. Any help is much appreciated.
