Presumably you mean "deployment server", not "development server"?  We don't
support development on OS X Server, just the runtime.

As Ricardo mentioned, you need to upgrade to WebObjects 5.2.2.

Panther SERVER includes the 5.2.2 Deployment runtime.  Panther CLIENT
doesn't include any flavor of WebObjects.

Visit http://apple.com/support/webobjects, click the "Current Patch List"
link, and follow that to the WebObjects 5.2.2 article.  Then read the
section heading "WebObjects 5.2.2 Deployment for Mac OS X 10.3 Server".

If you have other Deployment questions, please use our webobjects-deploy
list.
