Yes:
WOLips is the tool of choice for wo development by a lot of people in
different countries around the world. The WOLips documentation is not
perfect but you should read the lines carefully.
Talking about Eclipse. Eclipse 3.0.0 is a product in development und
you should stay with Eclipse 2.1.* until 3.0.0 is released. Especially
when you are new to Eclipse and WOLips. First off all you should get
used to Eclipse. Eclipse is the driver for WOLips and WOLips plays very
nicely within Eclipse.
I'll leave it to you to choose the correct answer.

In the case your Application is build by another tool like PB, WOLips
has nothing to do with it and does not store information about tasks
done by other tools.
Per default the build is done with in the project in the folder 'dist'.
In the case you invoke a build with the "install" target the
Application is installed in the default location for WOApplications.
(NEXT_LOCAL_ROOT/Library/WebObjects/Applications)
