Can I use Objective-C for development with WO?

Only if you use GnustepWeb: <www.gnustepweb.org>.

What about Enterprise Objects -- is there an Cocoa, Objective-C interface
for EO?

In fact there is one: the Java-Bridge.
While the EOF was written in Java, Cocoa is primarily done in Obj-C; so, to use them both (in a Cocoa/EO app) you use the Bridge.

However I do not think this is a good solution to web-apps (unless you want to stay married to OSX).
