Bulhan,
I expect the WO package is the same as the "WO 5.2 install" you
mention. Have you had to insert a WO installation (developer) code yet?
If so, you have done the WO part.
You should also be upgraded to WO 5.2.3 (can someone else correct me -
I've lost track of which number we are up to). If not, WO won't
function properly with OS X 10.3.4, but should still show up as an
option.
Otherwise, I am lost why it is not showing up.
Perhaps you will need to go back to the start and try again (taking
note of what Cliff said).

You also need to install the WO package on the machine. It is an
addition to the system, and not automatically included with XCode
(although I wish it was). Perhaps that's what you were meaning by the
"OS X development tools...".
