Using WODirectConnectEnabled=true and Refuse New Sessions together does not
make any sense. The refusing part happens at the wo adaptor level, before
it gets to the app. They probably corrected a long standing bug which is
producing the effect that you see.
You should not have direct connect enabled in a deployed application (OK,
give or take the fact that it has fixed some bugs in the past... :-).
