SOLUTION: -WODirectConnectEnabled false needs to be added to the deployed app launch arguments in the Java Monitor configuration page. This is surprising because the Apple docs say that this is the default for deployment. It obviously is not after the last upgrade to OS X 10.3.4/WO 5.2.3..... and I know it worked before that upgrade without specifically having this in the launch arguments.
