How to mount a windows folder programmatically?

Here is the problem after we migrated xserve to Panther: the mounted drives
which are windows folders can no longer be accessed by the application.
Only the user who mounted the drive is able to read/write the folder, other
users have zero authority to access the folder.

Has anyone encounter the same problem?  How to resolve it?  Is there a way
to programmatically mount a windows folder?
