Is 200 0 a failure I can understand

I am unable to deploy a WO app that runs on the development machine.
I tried deploying both a Development style build and a Deployment style build with the same results.
I have changed to XCode and 10.3.3 on the development machine from previous work which used ProjectBuilder.


Looking in Server Admin I see the results of 3 WO Apps starting, (nwSufis, FinancialWO and TravelLog)

The WO app that fails <nwsufis.woa> has a result code of <200 0>, is this telling me something I can use?
The page just comes up blank in the browser.
No deaths are reported by JavaMonitor and the Session count is incremented each time I try to get the app.
