IllegalState Exception

Does anybody know what is causing this error?  What needs to be done to fix this problem?
java.lang.IllegalStateException: _obtainOpenChannel -- com.webobjects.eoaccess.EODatabaseContext com.webobjects.eoaccess.EODatabaseContext@171f189: failed to open database channel. Check your connection dictionary, and ensure your database is correctly configured.
