Thank you all for your assistance. I had installed the JDBC adaptor in C:\Apple\Library\Java directory instead of C:\Apple\Local\Library\WebObjects\Extensions. It works fine now.

What did you set in your configuration dictionary?
Note that the database plug-in is generally not specified.
Also, EOModeler and WebObjects may both need different versions of the
JDBC driver. Copy the JDBC Type-2 or Type-4 driver in
C:\Apple\Local\Library\WebObjects\Extensions (Windows) or
/Library/WebObjects/Extensions (MacOS X) for the application to use.
