If I can make a (X)HTML mention, you should never use any formatting
attribut inside the HTML code.
So the best way to do it would be
<em>highlighted text</em>
and redefined the "em" in your CSS. That way you'll be sure your text
will always be in focus, whatever the peripheral used to access your
web page (a screen reader can express the <em> tag for exemple)
