In a nutshell, the application needs to allow the office (a bunch of PC
users and a Windows 2003 server) to use server residing Excel documents like
any normal networking environment. However, outside clients need to have
access to check-in/check-out their spreadsheets. Revisioning, who has
possession of the document, deprecation, access, etc etc are the issues. A
collaborative portal is the best description of the service needing to be
created.

Have you seen slide[1]? A java based webdav[2] server. It was not easy to integrate with WO the last time I looked at it, but I guess it should be doable if you are deploying to a servlet container.
