Is this on a Windows system? If so, I recall problems in the past
with NSTImeZone being unable to access the local time zone info. I
believe there was some setup required in a WO-installed directory where
time zone info is stored. But it's been years since I used WO on a
Windows system, so maybe this is no longer an issue.
