The problem is that standard AWT pre-1.5 cannot run in headless mode.
I used a library by the name of PJA - Pure Java AWT.
If I had to do it again, I would look into what can be done using CSS.
I.e. give a submit button the desired appearance.

i'd like to have a modified wotabpanel with tabs that are buttons for

full text, not only a small hot spot like the original.
Is it possible to overlay a (transparent) button to the text?
Hyperlinks are not possible due to the loss of data on switching tabs.
