Someone on macintouch.com suggested this to fix a 10.3.9 applet problem:

  sudo update_prebinding -root / -force

If that helps anyone, please let us know.  If not, remember:

1. File a bug at bugreporter.apple.com.

2. If you have an AppleCare Enterprise Services support contract, drop your
friends at Apple a note.

3. If you're covered by AppleCare, our service & support plan, call Apple.
The phone agents don't support WebObjects development, but they do support
the OS X Updates.

4. Don't forget the Discussion Forums at discussions.info.apple.com.  The
Forums are monitored by Apple employees more often than these mailing lists.
