To answer your question: no, you don't need to purchase Mac OS X Server. You just need a WO deployment license.

To answer it further, Mac OS X Server (10-client) is a great bargain if: 1) you need any of the additional functionality that Server offers, or 2) you don't already have a WO deployment license. Since Server starts at $499, it is cheaper than purchasing WO ($699) for the purpose of obtaining a WO deployment license (and you get more stuff). But, if you already have deployment license and don't need anything else from Server, then you don't need it.
