Building FrameWork

Hi all
I'm continuously bumping into trouble trying to create my own framework.
Even if I don't add any files to my framework it fails to build.
When i push build button it reports  an error:

/usr/bin/libtool: can't locate file for: -lSystemStubs

what should I do with this?
maybe there is something to do with newly created framework for it to be built?
(I'm working with xCode 2.0 WO 5.2.4)
