I don't know if it's ANT built or not, but I got mine from
http://www.cluster9.com/download/PostgresqlForWO.tgz
To install, copy PostgresqlPlugIn.EOMplugin to /Developer/EOMBundles
and PostgresqlPlugIn.framework to /Library/Frameworks.
You will also need a JDBC driver, if you don't already have one. My
installation instructions for all this, which are a bit dated now but
still fairly relevant, are at http://getoutandwo.com/?p=21 if you are
interested.
