As far as we can understand (there's still some discussion about
this on this list, but for me is clearly stated on the licence),
5.3.1 is free, both the development and the deployment versions. So,
if you are working with 5.3.1, you don't even need to buy OS X
Server.
What about this?

Apparently, that is dealing with a "Distribution License" and not
either a development or a deployment license. I went to this site,
and sent an email asking for more information about the new licensing
for 5.3.1 to the address listed for "more information" and got this
response:

Hello.

I still am also confused about what I am supposed to be doing if I
want to deploy the app I have modified under 5.3.1. Apparently, I
can deploy it under 5.2, on my OS X 10.3 machine, but I'd rather
deploy it as 5.3.1. Of course I have no deployment key (or know if I
need one). If this is actually covered clearly some place, I'd like
to know where. Maybe it is, I just haven't found it.
