Problem with deployed app

Ok I have a really weird one here. Just upgraded from 10.2 to 10.3 (10.3.7 to be exact) and 5 out of 6 application are starting up fine. The 6th starts from the command line but will not start from the monitor. DNS and IP addresses have not changed.

Any ideas?

Sorry for cross posting but have spent hours and can not locate the issue.
