My server was hung and the last message in log file was:

[2005-07-11 03:00:00 CDT] <WorkerThread11> <com.tos.Application>: refusing new clients and below min active session threshold
[2005-07-11 03:00:00 CDT] <WorkerThread11> <com.tos.Application>: about to terminate...

What does this mean and why would it do it?

Thanks,
James Cicenia
