Development for 5.3 is free and included in XCode
Deployment for 5.3 is INCLUDED in the OS X Tiger Server license as a
bundled feature of Tiger Server. If you are only interested in the
WebObjects license that is part of OS X Server, then you buy the $499
OS X Tiger Server which is a price REDUCTION of $200 over the former
standalone $699 WebObjects 5.2 license.
