I just experienced the same issue. I had one box that seemed to be causing
me problems with that exception. I didn't discover the charsets.jar problem.
I changed the entry in the *.woo files from NSMacOSRomanStringEncoding to
NSWindowsCP1252StringEncoding and that seemed to fix my problem.

Looking further on the Windows box, our app was configured to run as a
servlet thru Tomcat. The Tomcat service (configured using tomcat5w.exe)
shows the JRE was being using to launch Tomcat. The JRE folder does not
include the charsets.jar, it seems like it is only on the SDK/jre/lib
folder.
