I am writing a web application that will generate an invoice to provide customers to download. Is there a JAR I could download to generate these types of files, or should I just consider using PHP.

Take a look at http://www.secondmove.com/WebPDFReports/index.shtml.en. The website is a bit screwed, but the Download is available. This package is MacOS X only, price is $39.95. I tested it a while ago, seems to work OK.
