JFreechart permissions on Tiger Server

Hello Everyone,
I'm having trouble getting JFreeChart to work under Tiger Server. I remember that I ran into similar issues while upgrading from Jaguar to Panther server as well. I'm getting an NSForwardException while generating a chart and the reason stated is "Can't connect to window server - not enough permissions". The fix that worked last time was changing the owner of following 2 files from 'appserver' user to 'root'.
/System/Library/WebObjects/JavaApplications/wotaskd.woa/Contents/Resources/javawoservice.sh
/System/Library/WebObjects/JavaApplications/wotaskd.woa/wotaskd
Unfortunately, this fix doesn't work any more. These 2 files are already owned by 'root'.
Has anyone else tried JFreeChart under Tiger Server and ran into similar problems ? I am running the version of WO that ships with Tiger Server, whichever that might be, apparently there is no easy way to find out the version.
Any ideas/suggestions ?
