An elementID: 4.1.0.10 will invoke the right action, but an elementid: 4.1.0.27.0.5.0.1 with the same bindings will not invoke any action.

Sounds like an error in your processing. Is the second element ID from an element inside a WOConditional? Are you changing the WOConditional's state during the takeValues or invokeAction phases?
