If you need a quick ~screen painter~, and your interface will look similar to what IB will produce, then yes, why not use IB.
But generally speaking, our web interfaces are not similar enough to desktop app to use IB (unless you already have lots of custom views in a palette). WOBuilder is not an option (my opinion), it's not doing any good for painting users screen for specification purposes, it's only use is for graphically binding wocomponent to kvc.
For spec screen painting purposes, we internally use OmniGraffle the most I think. One of our external consultant simply use PowerPoint for painting user screen specs, he is able to annotate and do much of his stuff with it.

If you need to build a real html and almost running prototype interface then a real wysiwyg web editor is your best bet : DreamWeaver, FrontPage or GoLive.

As a previous fan of Interface Builder from NeXTSTEP days I am hoping I might use IB in its WebObjects incarnation for this purpose. FrontPage, Dreamweaver require to much fussing about with HTML details. Will IB do what I need? If not can anyone suggest another tool.</x-tad-smaller>
