While OSX Server might not be a supported platform, I developed on MacOSX Server for more than a year without a single problem. OSX Server for sure is not the source of the problems Matthew encounters.

I think you should use a supported plattform for development ... Mac OS X
Server (!) is not a supported development plattform. Also you should update
to WO 5.2.3.
