EODistributionContext.Delegate method call ordering

I'm wondering what order the EODistributionContext.Delegate methods are called in by the system. Does the system call distributionContextShouldAllowAccessToClassDescription() and if it returns true, call distributionContextShouldFetchObjectWithGlobalID() for each object of that class?

I'm trying to allow the administrator to have access to all User objects, but any non-administrator to only have access to his own User object.

Thanks,

Robert
