This paragraph is referring specifically to the Java Client software.
This is not (as far as I can tell) the actual Server components. It
repeatedly specifies "Java Client End Users". Java Clients actually
contain portions of the Web Objects Deployment code so I feel that is
why they mention the deployment tools.
The reason that this may be confusing the issue is that this is not
the normal way in which most WO applications are deployed. This is
not for a web application. It is for a client-server application
where the client application is NOT a web browser, but an actual Java
application that is distributed either as an compiled executable or
through Java WebStart and the deployment code that is contained in
this client application can only be used to communicate back to a
licensed application server. The application server itself still
requires a valid deployment key, which is only available through
purchase of OS X Server 10.4.
I hope I am incorrect in this interpretation. It would be wonderful
if we had the ability to deploy for free. But I just don't read it
that way.
