Does this mean you can sell a WO app by a one-time payment? Or is this still per-copy?

Section 2.3.c: With each unit of WebObjects Materials authorised to be distributed with Licensee Product, Licensee agrees to provide a unique License Key. Section 3.1 clarifies this further...

Would someone mind terribly to not use sentences like "Note: You must submit the payment called for in Exhibit A of the agreement at the same time you submit your license request."?
