You'll need to have a read of the Xcode release notes under the topic
(Code Sense). I'm not sure what the situation is with Xcode 2.1 but
with Xcode 2.0 (which is what I'm still on) you had to specifically
create the index templates for WebObjects.
The release notes for Xcode 2.0 state:
Code completion for WebObjects
By default, code completion for WebObjects projects does not include
APIs found in the WebObjects frameworks. To enable this, you need to
turn on the use of index templates in Xcode. Procedures for doing
this are described in the Index Templates ReadMe.rtf file[1].
