you may have misinterpreted the specification;)
the & must indicate the beginning of an entity reference (like
é for é) and end with a ";". everytime else it has to be
escaped into "&".
Here's the relevant part of the (x)html specification:

so yes it's a bug and it leads to a non valid (standard compliant)
markup generation.

No, that's wrong.
Any & in the URL that is NOT used to separate parameters must be
escaped. IIRC, the MS toolchain screws this up like so many other
things.

Hi,
what does this mean 'the & isn't escaped in Direct Action' ??? In
the response from a WODirectAction's action method or where??? It
would be great if you can explain me this issue a little bit more
in detail. I am also sure that with such a bugreport apple would
not spend a second before closing such a bugreport ;-)
