This sounds kinda like a problem I had with FOP, though the specific
error is different. The symptom of the app working on my dev box,
(where I am logged in at the console), and failing in production,
(where no users are logged in), is the same.
I solved the problem by passing "-Djava.awt.headless=true" to the
"Additional Arguments" list in WOMonitor.
When I did the headless thing under Tomcat the Batik library failed.
Probably couldn't draw the embedded SVGs. There's a pure Java
implementation of the AWT toolkit to get around this but I can't
remember it's name offhand. If you need it let me know. I have the
info at work.
