Those few dedicated WO engineers are augmented by the dozens on the iTMS team, plus the .Mac, Apple Store and internal IT engineers who have access to the code-base and can at least point out bug fixes internally.

Yup. That was kinda my point. If freed from the task of trying to re- create the tool stack. The dedicated WO engineers could focus on making the frameworks better using the much larger pool of WO app engineers as a resource.
