Basic SNMP functionality should be provided by the host outside any WebObjects context. You could check that is true for your host by performing an SNMP query on some standard network function. If that works, what you need is support for a WebObjects Application MIB. I don't know what that might involve (never done it myself) but it shouldn't be any harder than providing a MIB for any other service, but WebObjects itself doesn't have anything built in to help you in doing that.
