As far as I know, you must restart wotaskd when your network settings change.

The issue seems to be with wotaskd that it cannot see the application so when you connect, wotaskd returns that the instance is not available. I ran into with a long running request that required me to add a long response page. Other than that, restarting apache seems to fix it.

I like Chuck's suggestion of launching "the app with - DWOHost=localhost _and_ I launch wotaskd with this also".
