I thought setuid on a script didn't actually work. I have a hazy memory from my perl days that it is just ignored since you're actually executing /bin/bash and passing it the script vs executing the script itself.

How can I get wotaskd to launch as appserver again like it used to and not root?

This one has me stumped -- with a setuid like that, it should definitely be starting as appserverusr. Try rebooting? :-) Maybe run a disk check with Disk Util...
