Starting a direct Action when a file is put into the file system

Hi,
I was told this is "easy" and will work, because the file system is
capable of this:
Someone puts a file into a folder of the webserver.
This "putting a new File into the folder" triggers a action of the
woapp (how ever), probably a direct action, to read in this file into a
database (a textFile). So in place of a WOTimer or Timer the file
system notifies the App when a new file is there and the app then
starts the process it is supposed to do with the file.
Is this possible at all? If yes, how? Is it advisable if possible? Can
one define it such that only specific files would trigger the action?
