I have no idea what it is that Oracle offers. WebObjects is not Open Source, but it is effectively free. If you have a Mac, you can download it here:
http://developer.apple.com/tools/download/


If you don't have a Mac, your cheapest / easiest option is to buy a Mac mini. You can probably also buy WebObjects 5.2.4, but that version was not free. You can get the new (free) version to go on Windows, but that will be a path of pain for you.
