I don't have a definite answer, but I do know that time zone data from the past can be very sketchy which might lead to bugs when converting back and forth between time zones.

I'd go further than very sketchy. There have been many adjustments and other changes to date and time over the centuries. The Java libraries try to take them all into account. Trying to get the behavior you expect from the classes can be an exercise in frustration. I have, at times, resorting to doing my own (incorrect) date math to get the inaccurate but expected result that I wanted. Dates. Run away!
