Whilst the above is true (i.e., the Xcode 2.4 - the latest public
release as of this writing) provides WebObjects frameworks and the
runtime for free... to my eyes, reading the licence only allows
development on Apple-labelled computers. It additionally seems to
only allow Java Client (i.e., 3-tier WO Apps) to be installed on
Apple-labelled computers). Someone correct me please (with evidence
to the contrary) because that's not good.
The last sentence indicates a different position for _server_
applications seemingly - "Subject to the terms and conditions of this
License, you may also deploy server applications built with the
WebObjects Software on any platform."

WebObjectsRuntime.pkg included with Xcode 2.4 install image...
2. Permitted License Uses and Restrictions.
