WOBuilder communicates with Xcode via some sort of IPC protocol (that is different than the TCP/IP protocol that WO runtime uses to talk to Xcode), so you do have to have Xcode running. There is no facility in WOLips to create WODisplayGroups / woo files. Someone recently emailed me about working on one, but I don't know when that would be available.
