I want the webobjects on the windows platform not on the MAC. And Xcode is only available on MAC

Look, you don't want really to know that :-P

But if you really want this:

First: download XCode http://developer.apple.com/tools/download/
Second: Download a dmg unpacker
Third: Unpack the packages for XCode installation and search between them for the libraries of webobjects
Fourth: Save inside a directory of your Winsozz machine these frameworks
Fifth: Downlaod Eclispe and Install WOLips , then create a new WOProject, click on it, then Project->properties->Java Build Path->Libraries, then Add External Jar and add all the frameworks you need (if I'm not wrong, the minimum are JavaEOAccess, JavaEOControl, JavaFoundation, JavaJDBCAdaptor, JavaWebObjects and JavaXML), then you are ready to use WO on windows

N.B. look I really don't remember whitch frameworks are needed, these are the ones Eclipse automatically selects on MAC.
