Is there something else besides JavaMonitor that can be used to manage or at
least just launch applications?

You may be interested in looking into my AJP adaptor...

View the section "0.8 AJP Adaptor". Although it doesn't handle bringing up or taking down the instances, the balancer-manager which is part of Apache 2.2 does provide some of the monitoring/ configuration features of the JavaMonitor.
