Right click on the project name in the WOPackageExplorer,
Properties, Java Build Path, third tab, double click on
"WebObjects Frameworks", check in "Local". There you can switch it
on / off.
I'm not on 5.4, so I don't know what is different there with the
FrontBasePlugin.
