Static variables which were shared across separate application
instances would mean that we didn't need the
ERChangeNotificationJMS.framework :-)
In the case of a WOF app, starting two app instances would mean that
two Timer's would be running. Thus Robert's point about using an
external mechanism to do the scheduling.
